The Strategies for Monitoring and Assessment of Transboundary Rivers, Lakes and Groundwaters are based on the experience gained with the implementation of earlier guidelines by the parties to the Water Convention, and in particular the experience from the implementation of these guidelines in pilot projects, most noticeably in countries in Eastern Europe, Caucasus and Central Asia. The Strategies highlight the underlying legal, administrative and financial aspects of monitoring and assessment, examine the constraints on and opportunities for cooperation, and propose step-by-step approaches that take into account the available human and financial resources, particularly in countries with economies in transition.
