Having considered the fundamental principles of constitutional government in volume one and the institutional structure designed to put them into effect in volume two, volume three turns to the consideration of certain enduring issues of constitutionalism which Americans are called upon to face in new ways both today and in the years to come. These issues arise out of contemporary concerns, but reach to the foundations of constitutionalism in the United States. The essays in the book discuss both the obstacles that may hinder the endurance of constitutional government and the resources that may help to overcome these obstacles and lead to the continuation and improvement of democracy in America.
